I am writing to request that you take appropriate action within your power as the Home Secretary to deny the Israeli President Isaac Herzog entry to Britain for his upcoming visit due to take place on between the 9 and 11 September 2025.
It is utterly grotesque that Herzog - the head of a state currently on trial for genocide and which has already been found guilty of the crime of apartheid at the International Court of Justice (ICJ), the world’s highest court - is set to be welcomed with open arms. With the political, diplomatic, military and economic support from the British government, Israel’s ongoing and escalating genocide against the Palestinian people has killed at least 64,522 Palestinians in the Gaza Strip, and decimated all aspects of social and civic life. Disgustingly, Herzog has himself been pictured writing messages on missiles in preparation to be dropped on Gaza.
In January 2024, the ICJ cited statements made by Herzog personally – that sought to dehumanise Palestinians and called for their collective punishment – as plausible evidence of Israel’s genocidal intent towards the Palestinian people. Herzog’s statements include the claims that there ‘are no innocent civilians in Gaza’ and that it is the ‘entire [Palestinian] nation out there that is responsible’ combined with his promise to ‘fight until we break their backbone.’
Faced with overwhelming evidence and international legal, human rights and academic consensus regarding Israel’s genocide in Gaza, no Israeli government official should be welcomed to Britain, which is a state party to the Genocide Convention. As Home Secretary, you must act now to ensure that Herzog is not permitted to enter the country this week in any capacity.
I am aware that the International Centre of Justice for Palestinians has already submitted evidence to Scotland Yard of Herzog’s suspected criminal liability for alleged war crimes, crimes against humanity, torture, and actions that constitute plausible genocide contrary to s.134 of the Criminal Justice Act, the Geneva Conventions Act 1957, and s.50 & s.51 of the International Criminal Court Act.
In the shameful event that the planned visit goes ahead, as Home Secretary you must ensure that Scotland Yard’s War Crimes Unit urgently investigates Herzog in compliance with Britain’s international and domestic obligations, noting that diplomatic immunity would not preclude such an investigation.
In 2014, addressing a PSC national rally for Palestine, you recommended to the thousands in the crowd that if their MPs say they support Gaza, “…ask them to evidence it and take some action to show solidarity…because Israel’s actions, its killing of children, its bombing of schools and hospitals must be condemned without equivocation.”
What I am requesting today is not an act of solidarity, but a legally appropriate action for you to take, concerning the public good, to prevent the entry of a head of state involved in perpetuating a genocide.
