Over the weekend, the Israeli government approved a proposal submitted by far-right ministers to reinstate the deeply problematic land registration process in the illegally occupied West Bank.

This latest measure by the Israeli government will be used to further dispossess Palestinian of their land, enable the expansion of illegal Israeli settlements, and entrench Israel’s illegal occupation. Large swathes of Palestinian land will be at risk of being registered as Israeli state property if Palestinians cannot prove ownership, which is extremely difficult to do. This is a dangerous step further cementing Israel’s de-facto annexation of land across the West Bank.

Dear Foreign Secretary,In July 2024 the International Court of Justice ruled Israel’s occupation of Palestinian territory to be unlawful, and called on all states to take measures to bring it to an immediate end. The ruling also made it clear that Israel is committing the crime of apartheid against Palestinians, and that states including Britain have an obligation to ensure they are not supporting these violations of international law and help bring them to an end. It is inexcusable that after more than a year and a half, and despite repeated calls from MPs and the public, the British government has still not responded to this significant ICJ ruling. During that time, the situation for Palestinians has rapidly deteriorated - with Israel continuing its genocide in the Gaza Strip, and further entrenching its illegal occupation and brutal regime of apartheid against all historic Palestine. Over the weekend, the Israeli government approved a proposal submitted by far-right Minister of Finance Bezalel Smotrich (a self-proclaimed fascist homophobe), Minister of Justice Yariv Levin, and Minister of Defence Israel Katz, to reinstate the deeply problematic land registration process in the illegally occupied West Bank. Israeli ministers have openly described these steps as establishing “de facto sovereignty” over the West Bank and rejecting the establishment of a Palestinian state. This latest measure by the Israeli government will be used to further dispossess Palestinian of their land, enable the expansion of illegal Israeli settlements, and entrench Israel’s illegal occupation. Large swathes of Palestinian land will be at risk of being registered as Israeli state property if Palestinians cannot prove ownership, which is extremely difficult to do. This is a dangerous step further cementing Israel’s de-facto annexation of land across the West Bank. Over the last two years there has been a dramatic escalation of state and settler violence against Palestinians in the West Bank, including the use of arbitrary arrests and detention as a tool to maintain Israel’s illegal occupation. Palestinians are held without trial in Israeli prisons, where they are subjected to torture and unfathomable conditions. At least 98 Palestinians have died in Israeli prisons since the start of October 2023, and Israel is now in the process of introducing the death penalty against Palestinian prisoners. The British government must fulfil its obligations to end these violations of international law by:<ul><li class="MsoNormal">Imposing a full two-way arms embargo on Israel.</li><li class="MsoNormal">Introducing immediate and wide-ranging sanctions, including banning any trade and financial relations that support Israel’s illegal activities, and implementing travel bans and asset freezes against Israeli government ministers — including Prime Minister Benjamin Netanyahu — who bear responsibility for these policies.</li><li class="MsoNormal">Urging the immediate release of all Palestinians held illegally in Israeli detention, including but not limited to those held under administrative detention without charge or trial, and demanding independent international monitoring of detention conditions.</li><li class="MsoNormal">Supporting Palestinian human rights organisations in their efforts to document violations and ensure that Palestinian victims of torture and other abuse can safely submit evidence to the International Criminal Court and other relevant international mechanisms, without intimidation or retaliation.</li></ul>
